The tatt seems to be of his mom Pattie Mallette’s birth date, April 2nd, 1975, in Roman numerals!

Fun fact? Selena ALSO has a Roman numeral tatt (below), only hers is on the back of her neck and is long-believed to be of her mom’s birth year, ‘76!
